Counter Smuggling & Border Security Services
Our company distinguishes itself with a senior staff of individuals who each have over 25 years of experience dealing with all manner of Customs and Border Security operations and management issues at the national and international level.

Equipment Procurement & Maintenance Services
We have procured thousands of law enforcement, border security and military equipment items for Government and commercial customers and shipped it worldwide. Once delivered, we offer installation, training, repair, and maintenance services.
PRG procurements for the Department of State run the gamut ranging from inspectional tool kits, radiation and chemical detection equipment, and night vision devices, to multi-million dollar high-energy X-ray scanners for inspecting vehicles and cargo to identify weapons, drugs and contraband.
In addition to supplying equipment for the EXBS and GATA Programs, PRG has provided installation, repair and maintenance services on mobile baggage and cargo X-ray screening equipment. We deploy certified X-ray maintenance technicians worldwide, often to remote border locations, to assess equipment condition and maintain and repair devices to full operational capability.
Utilizing our in-house expertise, PRG ensures all exports are in full compliance with the Department of State, Directorate of Defense Trade Controls (DDTC) International Traffic in Arms Regulations (ITAR), and the Department of Commerce’s Export Administration Regulations (EAR) to counties all over the world since 2008.
Technical Surveillance Counter-Measures (TSCM) Services
PRG subject matter experts provide support to Government, Industry and individuals providing customers with the assurance that their privacy and confidentiality will be protected at all times. Our expert Technical Surveillance Counter-Measures (TSCM) technicians, using the most advanced up to date technology, are certified, qualified and trained to detect, neutralize and/or exploit a wide variety of hostile penetration technologies, devices and hazards used to obtain unauthorized access to confidential conversations and communications.
Our program offers an immediate on site report, with recommendations. Written confidential reports, as well as threat neutralization, are available at your discretion. Our team is available for operations throughout the United States and can deliver a quick response should any indication of threat be suspected.
Asset Forfeiture & Seized Property Management Services
PRG offers subject matter expertise on all aspects of civil and criminal forfeiture, particularly administrative and judicial procedures. PRG personnel, which include former federal criminal investigators, have extensive operational experience in asset forfeiture investigation and seized property management.
We support the Treasury Executive Office of Asset Forfeiture (TEOAF) on the Treasury Seized Property Contract involving the seizure, storage, and release of seized property since 2014. PRG provides risk management services and program oversight and ensures policy compliance by outside seized property storage vendors on seized automobiles, aircraft, vessels and personal property.
PRG’s National Risk and Quality Control Manager and District Risk Coordinators conduct quarterly program audits and investigations into adverse incidents on damaged or missing seized property at 145 vendor sites across the United States. PRG personnel communicate with the appropriate government agencies, and make collections to make the government whole.
Since 2012, PRG supports the TEOAF Seized and Forfeited Real Property Contract by providing Risk, Audit and Quality Control Management services. PRG provides oversight of the management and disposition of seized, forfeited and blocked residential and commercial real property, operating businesses and vacant land held in all 50 states, the District of Columbia, and all U.S. territories. PRG’s Risk Manager conducts investigations of adverse incidents, makes recommendations for securing and maintaining the value of seized property during the disposition phase, and investigating customer complaints involving seized real estate.
Export Compliance and Licensing Services
We are highly experienced in all aspects of export compliance and can assist commercial customers in setting up export registration, electronic licensing systems, agreements, internal compliance plans as well as train your employees how to remain compliant with federal export regulations and recordkeeping requirements.
■ Prepare Department of State ITAR registration or registration renewal and filing of corporate change letters.
■ Setup a Department of State D-Trade fully-electronic defense export licensing system account to enable license filing for export of defense articles and defense services.
■ Setup a Department of Commerce SNAP-R electronic licensing account to enable license filing under the EAR for export of dual-use commodities.
■ Train corporate Empowered Officials and employees on export license and compliance regulations and procedures.
■ Develop Internal Compliance Plans for exporters in accordance with U.S. Government guidelines to ensure that each company employee is cognizant of all policies relating to federal export regulations to bolster corporate compliance with law and regulation.
■ Assist manufacturers with preparation of Commodity Jurisdiction requests.
■ Assist exporters and manufacturers with the preparation of Technical Assistance Agreements and Manufacturing License Agreements.
Polygraph Examination Services
PRG has delivered thousands of high quality pre-employment and counterintelligence polygraph examinations for two Department of Defense components under two separate prime contracts since 2015.
For each prime contract, PRG employs a scheduling team which contacts subjects and gathers necessary information to schedule security interviews and the polygraph examinations.
We employ a cadre of retired federal investigators to serve as background investigators to conduct security interviews, review subject backgrounds and verify and clarify the background information submitted by each subject prior to the polygraph procedure.
PRG employs only federally certified polygraph examiners who conduct the Counterintelligence and Expanded Scope Screening Polygraph Examinations or the Test for Espionage and Sabotage in accordance with DOD policy and Federal guidelines. Our polygraph examiners are outstanding examiners, elicitors, and report writers with an experience level averaging 15 years.
In addition, PRG provides a superior polygraph management team to oversee these contracts and deliver polygraph examinations that exceed Federal polygraph standards. Our experience in the industrial security environment ensures strict adherence to personnel security requirements and the National Industrial Security Program Operating Manual (NISPOM).
PRG works closely with government polygraph program managers and contracting officers to support their respective agency missions and deliver our contract requirements. We meet all required timelines to schedule examinees and deliver polygraph examination throughput at the required levels. We conduct quality control reviews and perform quality assurance assessments on contract polygraph examinations to produce high quality finalized polygraph products that are always completed within timeframe requirements.
Studies and Assessments Services
PRG managers have recruited a large cadre of highly qualified and experienced personnel with specialized law enforcement and border security and public safety skills and can assemble them into multi-person assessment teams which can be deployed to conduct high quality studies and evaluations at home and around the world.
Initial needs assessments conducted by PRG SMES established objective baseline measurements in 25 areas of counterterrorism critical competencies while periodic program reviews measured and evaluated the level of success and gaps found within established counterterrorism programs.
PRG SMEs followed the GATA Program Measurements and Effectiveness System that provided a format for objective statistical and comparative analysis for the participating nation’s progress over time to offer program managers a means to prioritize planned assistance in relation to both threat and need.
PRG SME reporting was used as the basis for developing or modifying multi-year Country Assistance Plans to determine applicable training courses and equipment necessary to implement effective antiterrorism programs. Our SMEs provided vital information that validated program requirements and established a basis for the formal budgeting process.
Today PRG still offers experienced and qualified SME practitioners with broad and deep domain knowledge who are capable of performing comprehensive assessments, program evaluations, surveys and in-depth analysis of air, maritime, and land borders as well as across a full spectrum of law enforcement and public safety disciplines. Our SMEs are all retired border security and law enforcement professionals with a minimum of twenty five years in federal, state or local service who are experienced in and fully capable of operating in any domestic or international environment.
